City Manager's MessageSpring cleaning is underway at City Hall and the Bell Tower Regional Community Center as we make preparations for our Open House on Wednesday, April 18th. I’d like to personally extend an invitation to the public to drop by at 5:30 for an informal tour of City Hall, which will be held immediately preceding the RSM Chamber of Commerce Meet the Mayor event. We’ve made some repairs and renovations to our now 14-year-old facility, and we’re very pleased with the results! The evening promises to be a festive and informational gathering, with refreshments, socializing, and a presentation by Mayor Mike Vaughn. City staff, myself, and local dignitaries and leaders look forward to the opportunity to meet those of you who are new to Rancho Santa Margarita and say hello friends, neighbors, and business colleagues who work hard to make this City so unique.

ZeroTrash RSMSaturday, April 7thZeroTrash Rancho Santa Margarita is a volunteer group that meets on the "Zero T First Saturday" of each month to rally together to rid the community of litter. All are welcome; parents, children, students, friends, neighbors – anyone interested in keeping RSM clean!
Volunteers meet in front of Cinepolis/ Panera at 10:00 a.m. and fan out from there. ZeroTrash provides the pickers and bags; volunteers are asked to closely supervise young children at all times, stay on trails and to keep a look out for snakes! Return pickers and trash at noon behind the Bell Tower Community Center and obtain sign-offs for certification of community service hours or badge requirements. Meet the Mayor
Wednesday, April 18th 5:30 - 7:30 p.m. City Hall and Bell Tower Regional Community Center
The community is invited to tour City Hall and the Bell Tower Regional Community Center on Wednesday, April 18, 2018, from 5:30 to 6:30 p.m. City Hall will open its doors to the public during the first hour of the RSM Chamber of Commerce’s annual Meet the Mayor event which will be held this year in the grand ballroom at the City’s iconic landmark. The Open House will offer residents and business owners an opportunity to meet City Council members, our City Manager and Department Directors and John McCulloch, our new Chief of Police Services, learn about City projects and programs, and view recently completed renovations to landscaping and civic center facilities, including newly installed legacy bricks, which support the not-for-profit RSM Cares/Bell Tower Foundation. RSM Cares will be giving a brief presentation of its activities. Meet the Mayor is a free event sponsored by the RSM Chamber of Commerce and will include light hors-d'oeuvres and no-host beer and wine. Mayor Vaughn will present an overview of his goals for the year, and provide an update on City programs and services. Let’s get the wiggles out! Tunes & Tales is a Music and Movement class for children ages 2 to 4 years. Sing-a-longs and finger play songs start off this fun-filled class followed by musical activities using bean bags, rhythm sticks, instruments, a parachute and more. The RSM Food Pantry is every first Tuesday and third Thursday of the month from 2:00 to 5:00 p.m. There are no minimum or financial qualifications required. Stop in and get a box for your family, or for a neighbor in need.

Passport Acceptance Facility Update
As of Monday, April 2, 2018, the passport acceptance fee (also known as the execution fee) will increase to $35Passport fees for first-time applicants and those who reapply after reporting their previous passports lost or stolen will increase from $25 to $35. The change affects those using the DS-11 form. Customers applying with the DS-11 form pay two separate fees: an application fee to the State Department and the execution fee to the Passport Acceptance Facility. Passport Acceptance Facilities such as Rancho Santa Margarita City Hall are designated to accept passport applications on behalf of the department. The $10 fee increase does not apply to adults eligible to renew their passports by mail using the DS-82 form. Renewal customers must mail their applications and supporting documents to the State Department and should not apply at a Passport Acceptance Facility or pay an execution fee. Visit travel.state.gov/renew for more information on renewing a passport. Historically, U.S. passport demand is highest from February to August. It is recommended customers apply for passports at least 10 weeks prior to international travel in the release. If travelers have fewer than six weeks, the State Department recommends expediting applications. Expedited service costs an additional $60 per application. Passport applications are processed at City Hall Monday through Thursday from 10:00 a.m. to 2:00 p.m. by appointment only.
