City Manager's MessageOctober is shaping up to be a busy month in Rancho Santa Margarita. A common theme this month in the community is the care of our beloved pets. Our newly renovated Dog Park will re-open on Saturday, October 14th. I am so pleased with the results of this project and would like to thank those of you who took the time to respond to our community survey early this year. We took your ideas and suggestions and incorporated them into a gathering place for people and pets to enjoy year-round. Speaking of pets, SAMLARC has included a category for our four-legged friends in the costume contest at the upcoming Fall Family Fair which will take place on October 31st from 2 – 5 pm in Central Park. This is a collaboration between SAMLARC and the City, and I hope to see you there!
Also included in this newsletter is information about our monthly low-cost pet care and vaccination clinic held every first Wednesday at the Bell Tower Regional Community Center. We’re also quickly approaching the anniversary of our contract with the City of Mission Viejo for animal care and control – I hope you’ll agree that the Mission Viejo Animal Services Center provides Rancho Santa Margarita with exemplary customer service and excellent care for the pets that are such an important part of our families.

Coffee With A Cop

Residents will have the chance to meet and interact with the city’s Police Services employees over their morning coffee on Wednesday, October 4th when the city hosts its first Coffee with a Cop event. The event gives residents a chance to ask questions of their local deputies and police staff In a casual setting as well as giving the employees a chance to build relationships with the residents they serve.

Healthcare & Emergency Animal Rescue Team (HEART) provides vaccinations, de-worming, microchipping, flea and tick control and if time allows, nail trims. Please visit their website for detailed information. Cash or credit card ($3 processing fee) only; checks are not accepted.
If you have a cat or have pre-paid for your vaccines, you do not need to wait in line and can go immediately to the cashier table. All others will be taken on a first-come, first-served basis (with the exception of those who are physically unable to stand in line).
Important Rabies Information
Please bring a prior Rabies Certificate and other vaccination records with you. A 3-year Rabies Certificate can only be issued if you provide a prior Rabies Certificate. Otherwise, you will receive a 1-year Rabies Certificate.

ZeroTrash RSMSaturday, October 7thZeroTrash Rancho Santa Margarita is a volunteer group that meets on the "Zero T First Saturday" of each month to rally together to rid the community of litter. All are welcome; parents, children, students, friends, neighbors – anyone interested in keeping RSM clean!
Volunteers meet in front of Cinepolis/ Panera at 10:00 a.m. and fan out from there. ZeroTrash provides the pickers and bags; volunteers are asked to closely supervise young children at all times, stay on trails and to keep a look out for snakes! Return pickers and trash at noon behind the Bell Tower Community Center and obtain sign-offs for certification of community service hours or badge requirements.

Dog Park Grand Reopening
Saturday, October 14th

24328 Antonio ParkwayThe community - and their canines - are invited to the grand opening of the City’s newly renovated dog park at Cañada Vista Park on Saturday, October 14, 2017, located at 24328 Antonio Parkway.
The park opens at 8:00 a.m. with vendors and giveaways, followed by a 9:00 a.m. ribbon-cutting ceremony with City officials.The grand opening is a celebration of the renovation of the dog park, which includes two separate natural turf areas for large and small dogs as well as new signage, seating and shade structures, agility equipment and reinforced snake fencing.

Relay for Life

Relay For Life is a grass roots, community-based team event. The event kicks off by celebrating everyone who's been affected by cancer. Relay For Life is the signature fundraiser for the American Cancer Society. Relay is staffed and coordinated by volunteers in more than 5,200 communities and 27 countries. Volunteers give of their time and effort because they believe it's time to take action against the disease.
Join us at this community event to remember loved ones lost, honor survivors of all cancers, and raise money to help the American Cancer Society make a global impact on cancer.

Enjoy Spooktacular fun for the entire family at the Fall Family Festival, sponsored in partnership with SAMLARC and the City of Rancho Santa Margarita. Trick-or-Treat in a fun and safe environment, enjoy multiple inflatables and bounce houses, partake in the costume contest and join the child and pet costume parade while you listen to music and play games. Capture memories at our festive photo backdrop and purchase refreshments throughout the event from local vendors.

Rancho Santa Margarita City HallThe City of Rancho Santa Margarita invites veterans and their families to the 3rd Annual Veterans Day recognition at City Hall on Wednesday, November 8, 2017.
Veterans Day is the day set aside to thank and honor all those who served honorably in the military - wartime or peacetime. The City of Rancho Santa Margarita would like to thank local veterans for their service, to acknowledge that their contributions to our national security are appreciated, and to underscore the fact that all those who have served in the military have sacrificed and performed a noble duty. Following the reception, a recognition ceremony will be conducted at the City Council meeting which begins at 7:00 p.m.
All veterans are invited to participate in this important recognition. We hope you will join us to honor the men and women of our community for their service.
Please fill out the Veterans Information Form so that we may include you in the ceremony. Also, we are seeking photos of veterans to be included in our presentation. If you have a photo of a veteran that you would like to add to the City's collection of veterans' photos, please drop off a copy at the Bell Tower Community Center or email photos to wredington@cityofrsm.org. Report Abandoned Shopping Carts
Abandoned shopping carts in the public right-of-ways constitute a nuisance, create safety hazards, cause blight, and interfere with pedestrian and vehicular traffic within the City of Rancho Santa Margarita.
You can help reduce these hazards by reporting abandoned shopping carts in the public right-of-way.
To report abandoned carts:
- Website reporting: Click on the following link to report shopping carts http://www.cartretrieval.net/index.asp.
- Via your Smartphone: Use your My RSM smart phone app and click on the “Shopping Cart Pickup” icon that will direct you to the RSM website.

Passport Services Available at City Hall
The City of Rancho Santa Margarita City Hall is an authorized United States Passport Acceptance Facility. We accept your application for a passport and forward all forms and documents to the United States Department of State, where your passport will be processed.
A current, valid passport is the most important travel document a United States citizen can possess. It is required to travel by air, land or sea to any foreign country. The wallet-size passport card is a travel document that can be used to re-enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry. The card cannot be used for international air travel. Due to unanticipated demand, hours are by appointment only until further notice.

TIP of Orange CountyThe City of Rancho Santa Margarita is proud to support TIP. TIP (Trauma Intervention Program) is a group of specially trained volunteers who provide emotional aid and practical support to victims of traumatic events and their families in the first few hours following a tragedy.
TIP Volunteers are available 24 hours a day, 365 days a year. They are called by police officers, firefighters, paramedics, and hospital personnel to assist family members and friends following a natural or unexpected death; victims of violent crime including rape, assault, robbery, or burglary; victims of fire; disoriented or lonely elderly persons; people involved in motor vehicle accidents; people who are distraught and seeking immediate support; and survivors of suicide.Click here to view a list of the 2017 Heroes with Heart honorees, and learn about the TIP volunteer program by clicking on the image below.
