City Manager's Message


Excellent customer service is a goal that my staff and I strive to achieve as we provide services, programs and activities to the residents and guests in Rancho Santa Margarita. From monitoring and responding to reports received on our graffiti hotline, to our new US Passport office, it is our mission to make quality customer service a priority.  
We are committed to service, innovation, and accountability in all that we do.

As summer winds down and we prepare for the start of another school year, I hope you'll attend our popular Summer Concert Series held on Sunday evenings in Central Park. We are hosting two more concerts this month, and I hope to see you there! It's a great way to end a summer weekend in beautiful  Rancho Santa Margarita.

Healthcare & Emergency Animal Rescue Team (HEART) provides vaccinations, de-worming, microchipping, flea and tick control and if time allows, nail trims. Please visit their website for detailed information. Cash or credit card ($3 processing fee) only; checks are not accepted.

If you have a cat or have pre-paid for your vaccines, you do not need to wait in line and can go immediately to the cashier table. All others will be taken on a first-come, first-served basis (with the exception of those who are physically unable to stand in line).
 
Important Rabies Information
Please bring a prior Rabies Certificate and other vaccination records with you. A 3-year Rabies Certificate can only be issued if you provide a prior Rabies Certificate. Otherwise, you will receive a 1-year Rabies Certificate.

ZeroTrash RSM

Saturday, August 5th


ZeroTrash Rancho Santa Margarita is a volunteer group that meets on the "Zero T First Saturday" of each month to rally together to rid the community of litter. All are welcome; parents, children, students, friends, neighbors  – anyone interested in keeping RSM clean! 


Volunteers meet in front of Cinepolis/ Panera at 10:00 a.m. and fan out from there. ZeroTrash provides the pickers and bags; volunteers are asked to closely supervise young children at all times, stay on trails and to keep a look out for snakes!  Return pickers and trash at noon behind the Bell Tower Community Center and obtain sign-offs for certification of community service hours or badge requirements.

Active Shooter Response & Impact of Workplace Violence Training

The Orange County Sheriff’s Department is offering a free training opportunity for Rancho Santa Margarita residents.

The Active Shooter Response and Impact of Workplace Violence training includes advice for workers on what to do in active shooter situations, along with statistics, law enforcement tactics and common responses to trauma following incidents.

Antonio Parkway and Santa Margarita Parkway Pavement Rehabilitation



As part of the City of Rancho Santa Margarita’s effort to proactively maintain the city streets, the City is performing pavement rehabilitation work on Antonio Parkway and Santa Margarita Parkway, as illustrated below. The scope of work for the project includes the removal and replacement of failed pavement areas, cold milling of existing pavement, and installation of a new layer of asphalt. Next, the removal and reconstruction of sidewalk, curb, and gutter will take place, followed by the replacement of traffic striping, markers, and markings, and finally, the replacement of traffic signal loops.


Construction is anticipated to take place from mid-August to late September. The contractor’s activities will be limited to the hours between 8:00 a.m. and 4:00 p.m. daily. Lane closures will be restricted to the hours of 9:00 a.m. and 3:30 p.m. A minimum of one through traffic travel lane and all turning lanes in each direction will be available during construction. 


Your patience and cooperation in observing all traffic controls, parking restrictions and traffic control workers is sincerely appreciated and will help to expedite this project. The City and contractor will make every effort to minimize any inconveniences to motorists and pedestrians.

RSM Deputies to Participate in Tip-A-Cop Fundraiser for Special Olympics


Law Enforcement give a whole new meaning to "protect and serve" at Tip-A-Cop fundraisers. OCSD Deputies serve as celebrity waiters at restaurants, and they donate all the tips they receive to Special Olympics. Tip-A-Cop has been a favorite way for officers to raise money, and the public loves to have the officers wait on them personally! 

Special Olympics Southern California enriches the lives of more than 30,700 athletes with intellectual disabilities and their communities in Southern California through sports, education, and athlete health. Special Olympics Southern California provides year-round sports training and athletic competition in a variety of Olympic-type sports for children and adults with intellectual disabilities, giving them continuing opportunities to develop physical fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills and friendship with their families, other Special Olympics athletes and the community.

Tunes & Tales

Let’s get the wiggles out! Tunes & Tales is a Music and Movement class for children ages 2 to 5 years. Sing-a-longs and finger play songs start off this fun-filled class followed by musical activities using bean bags, rhythm sticks, instruments, a parachute and more. Children have a great time while developing their listening and social skills. Parent/adult participation required.  Ages: 2-5 yrs.

Ages: 5-6 yrs.

Passport and map

Passport Services available at City Hall 


The City of Rancho Santa Margarita City Hall is now designated as an authorized United States Passport Acceptance Facility. We accept your application for a passport and forward all forms and documents to the United States Department of State, where your passport will be processed.

 A current, valid passport is the most important travel document a United States citizen can possess. It is required to travel by air, land or sea to any foreign country. The wallet-size passport card is a travel document that can be used to re-enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry. The card cannot be used for international air travel. Hours are by appointment only through Monday, August 14th.
