City Manager's Message November is the season of giving, and nowhere is it more evident than in the City of Rancho Santa Margarita. As you peruse this month's activities and offerings, I hope you and your family will consider one of the many opportunities to give back to our wonderful community. From giving thanks to those who served in the Armed Forces at our Veterans Day Recognition reception and ceremony, making a donation to the members of the City's adopted Marine Battalion, supporting the RSM CARES Brick Legacy Program or food drive - opportunities abound to make a difference throughout the City. In fact, there are even ways to help and support our four-legged friends as we prepare to transition on January 1, 2017 to the City of Mission Viejo's Animal Services Center. Volunteers are needed for dog-walking as well as cat and rabbit care at the shelter. In addition, and the Dedicated Animal Welfare Group (DAWG) gladly accepts donations and volunteer assistance. As we give thanks for the abundant spirit of giving that defines Rancho Santa Margarita, I wish you and your family a wonderful Thanksgiving holiday. Sincerely,

A General Municipal Election is scheduled to be held in the City of Rancho Santa Margarita on November 8, 2016 for two (2) members of the City Council for a full term of four (4) years. The finalized list of qualified candidates is listed in the order as dictated by the Secretary of State randomized alphabet drawing. ZeroTrash RSM
Saturday, November 5th is the next ZeroTrash "First Saturday" event; volunteers meet in the courtyard in front of Cinepolis at 10:00 a.m. to help beautify our city! ZeroTrash RSM is an all volunteer community organization dedicated to ridding city streets and wilderness areas of trash, reducing waste, supporting local businesses, and taking personal responsibility for our community and the environment!

Electronic Waste Disposal and Document Shredding Event

The event coincides with SAMLARC's "Haul in the Fall" community-wide clean up effort.

Veterans Day RecognitionWednesday, November 9th 6:00 p.m. Reception 7:00 p.m. City Council Meeting and Recognition Ceremony Rancho Santa Margarita City Hall 22112 El Paseo The City of Rancho Santa Margarita would like to thank all veterans for their service, and show appreciation for their contributions to our national security. We invite the public to join us at our 2nd Annual Veterans Day Recognition Ceremony to recognize the men and women of our community for their military service.
The event begins at 6:00 p.m. in the foyer of City Hall, where light refreshments will be served, followed by a special presentation to veterans of all branches of the armed services by the Mayor and City Council. Veterans and active duty military personnel are especially encouraged to attend. If you have a photo of a veteran that you would like to see featured in our tribute, please drop off a copy at the Bell Tower Regional Community Center, or email photos to wredington@cityofrsm.org We hope you’ll join us in honoring our Veterans on this very special evening. Welcome Lieutenant Luke SouthChief of Police Services It is with great pride, humility and enthusiasm that I accept the honor of serving the citizens of Rancho Santa Margarita as the Chief of Police Services. The City of Rancho Santa Margarita is already one of the safest in the state, and I will do everything within my power to maintain that distinction. This city is safe and beautiful because of the residents desire to make it a warm and welcoming place combined with the commitment of the Orange County Sheriff’s Department to help keep it that way.
I worked in Rancho Santa Margarita as a Patrol Sergeant and feel blessed to return to the city in this new capacity. I will constantly strive to make improvements where possible and to strengthen the bond between the community and the fine members of the Orange County Sheriff’s Department. Thank you for helping to make Rancho Santa Margarita one of the best places to live in California.

Seeking Military Support Donations Opportunities abound to assist the Marines and Families of the City’s Adopted 2nd Battalion, 5th Marines DEPLOYMENT – The City of RSM is collecting donations of snacks, and homemade thank you cards for the men and women of the 2nd Battalion, 5th Marines (2/5) in anticipation of their upcoming six-month deployment. Let’s help send them off with a variety of snacks and treats! Donations of items such as individually packaged nuts, protein bars, muffins, cookies, crackers, and candy bars are great choices and Gatorade and other sports drinks are also a favorite. Deployment items are being collected now through Thursday, November 10th. HOLIDAY PARTY - While the Marines are deployed there is much-needed love and support for the families here at home, especially during the holidays. On Saturday, December 10th there will be Christmas Party to brighten the spirits of the 2/5 families. There will be opportunities to volunteer; details will be forthcoming on our website. In the meantime, we will be collecting gifts such as toys (all ages and genders), spa items, and gift cards of any kind to provide holiday cheer to Marine families. Holiday gift items will be collected now through Monday, December 5th. Donations may be dropped off at the Bell Tower Regional Community Center during regular business hours, Monday through Thursday 8:00 a.m. to 9:00 p.m. and Friday 8:00 a.m. to 6:00 p.m.

RSM CARES Continues Legacy of The Bell Tower FoundationThe City of Rancho Santa Margarita is proud to partner with RSM CARES, a 501(c)(3) nonprofit organization that is dedicated to enriching the lives of those who live and work in our community. General Plan Update In October, staff and the City’s General Plan Consultant wrapped up the Public Participation and Input phase of the General Plan Update. On October 10th, a focus group comprised of 15 attendees from Age Well Senior Services led to a very lively and insightful conversation from the unique perspective of our senior residents, many of whom have resided in the City for 20 year or more, about how they experience our City. The Planning Department would like to thank Lindy Kehler, the Nutrition Site Director at Age Well, for her assistance with facilitating this focus group.
On October 11th, approximately a dozen children ranging in age from 12 to 14 years provided staff and the Consultant with feedback about their vision for the City. A spirited and interactive conversation ensued; the children drew pictures and wrote words that represented their vision for the future of the City. The Planning Department would like to thank Christina Wolbert from the Boys and Girls Club for all of her help.
While the public participation phase has concluded, there will be other opportunities for you to provide feedback during the public review of the Updated General Plan. These opportunities, as well as more information about the General Plan Update can be found on the City’s website.
