| Water Quality & NPDES The City of Rancho Santa Margarita, on behalf of its citizens, is taking steps to exemplify the high value we place on clean water and improve water quality. The City adopted a Local Implementation Plan (LIP) that will regulate urban water run-off in and around the City. The National Pollution Discharge Elimination System (NPDES) permit is federally mandated and regulated by our Regional Water Quality Control Board (RWQCB). A new permit (Permit) was issued in February 2002 and required our City to submit a LIP in February 2003. Since that time we have been working with our fellow permittees, the County of Orange and the other local cities, to develop a plan to address each requirement of the new Permit. The City Council adopted our City’s LIP on February 6, 2003. In late March of 2003, the City’s Homeowners’ Associations (HOAs) were sent packets of information including appropriate Best Management Practices (BMPs) fact sheets and the section of the LIP that addresses their responsibilities. In the spirit of cooperation, the City together with the local water and sewer agencies will be providing training for HOAs on compliance with necessary BMPs. Also, the City together with the County of Orange and fellow permittees will be providing training for industrial and commercial facilities regarding their roles in minimizing pollution of stormwater. Stay tuned for announcements of times and locations for training sessions.
