City Manager's Message


Our Passport Acceptance Facility has been a popular service once again this summer - I'm thrilled that so many of our residents are coming to City Hall for passport processing services! We continue to work closely with the State Department to ensure a streamlined  visit.

I hope you've had the opportunity to join us this summer at one of our free Summer Concerts at Central Park. We've had record-setting crowds and a full dance floor at every show. I'd like to thank our generous sponsors who make this summer tradition possible, and recognize the volunteers from community organizations who spend their Sunday evenings with us. Special thanks are in order to SAMLARC and Rotary del Sol for partnering with us to provide these musical evenings to our neighbors and friends.

ZeroTrash Volunteers

Zero Trash RSM

Saturday, August 3rd 


ZeroTrash Rancho Santa Margarita is a volunteer group that meets on the "Zero T First Saturday" of each month to rally together to rid the community of litter. All are welcome; parents, children, students, friends, neighbors  – anyone interested in keeping RSM clean!* 


Volunteers meet in front of Cinepolis/Panera at 10:00 a.m. and fan out from there. ZeroTrash provides the pickers and bags; volunteers are asked to closely supervise young children at all times, stay on trails and to keep a look out for snakes!  Return pickers and trash at noon behind the Bell Tower Community Center and obtain sign-offs for certification of community service hours or badge requirements.

The Healthcare & Emergency Animal Rescue Team (HEART) provides vaccinations, de-worming, microchipping, flea and tick control and, if time allows, nail trims for dogs and cats at the Bell Tower Regional Community Center on the first Wednesday of each month. Please visit their website or click here to view a detailed flyer for more information. Cash or credit card ($3 additional processing fee per pet) only; checks are not accepted. Those who have a cat or have pre-paid for vaccines do not need to wait in line and may proceed directly to the cashier table. All others will be taken on a first-come, first-served basis (with the exception of those who are physically unable to stand in line).

Important Rabies Information
Please bring a prior Rabies Certificate and other vaccination records with you. A 3-year Rabies Certificate can only be issued if you provide a prior Rabies Certificate. Otherwise, you will receive a 1-year Rabies Certificate.

"HEART" (aka "SCVVC") is a Non-Profit 501(c)(3) organization dedicated to saving lives and improving pet and wild animal health, safety, and welfare.

The City of Rancho Santa Margarita will host a community gathering in honor of the men, women and children who lost their lives and the heroes who responded to the catastrophic events of 9/11.This brief yet poignant ceremony is held annually on the lawn at City Hall, giving attendees and participants an opportunity to reflect on the memories of a day we will never forget.

Prevent Fraud and Identity Theft


While convenient, the blue USPS collection mailboxes offer little security.  Thieves easily defeat any security measures by putting a sticky item attached to a cord down the collection port, and pull up any mail that sticks to the item.  RSM Police Services routinely gets reports of mail thefts from these boxes where the compromised information is then used to commit fraud. Unfortunately, victims don’t realize their checks or personal information have been compromised until it is altered and cashed.
 
Never put money, checks or personal information in the blue collection mail boxes! The USPS recommends hand-delivering checks and bill payments directly to a mail carrier or using the letter slot inside of a Post Office to protect your mail from thieves.

If you see a mail theft in progress, immediately dial 911 to notify the Orange County Sheriff’s Department. If you are a victim of a theft or fraud, call the Orange County Sheriff’s Department at (949) 770-6011 and report all suspected mail theft to the U.S. Postal Inspector at (877) 876-2455.

Planning Commission meetings take place on the first Wednesday of each month at 6:30 p.m. 
City Council meetings are on the second and fourth Wednesday at 7:00 p.m.

Meeting agendas are posted 72 hours in advance, and cancellations occur occasionally due to holidays. There are several options to comment and participate in City Council and Planning Commission meetings:

  • Written material may be submitted in hard copy to the City Clerk, who will copy it and provide the statement to the Council or Commissioners.
  • Comments may be submitted via the City's website The eComment will be emailed directly to the City Clerk. eComments are accepted up until 4:30 p.m. on the day of the meeting.
  • Comments may be submitted by e-mail message to the City Clerk who will provide them to the City Council or Commissioners.
  • Comments may be delivered orally at a meeting. There is a three-minute time limit per speaker. 
  • A statement can be submitted by proxy on a resident’s behalf at a meeting by reading it aloud. The three-minute time limit applies.
